Information × Registration Number 0215U002487, 0115U005374 , R & D reports Title REPORT on the status of implementation of the state policy in the sphere of combating human trafficking and the status of implementation by Ukraine of international agreements in this sphere (2014) popup.stage_title Head Galystian Y., Registration Date 24-12-2015 Organization State institute of problems family and youth popup.description2 Conducted analysis shows the distribution in Ukrainian society, of such phenomena as human trafficking (hereinafter - HT), due to many factors, including the difficult economic situation in the country (decline of employment in all age groups, rising unemployment, lower index of real wages, etc.) According GRETA in Ukraine there is a considerable increase in the number cases of trafficking for labor exploitation, since 2010, both among foreign migrant workers, and in the country. Among the citizens affected by the TL, the number of males and remains a significant number of minors. According to the Ministry of Social Policy, since September 2012, as of 01.03.2015 p. 87 persons VHT's status (among them - 15 children and 6 foreigners). In 2014 IOM Mission in Ukraine has revealed 903 people who suffered from HT due to labor and sexual exploitation, and provided them with assistance. In recent years in Ukraine there is increase in the number and proportion of victims in the structure of the victims of labor exploitation, which appealed to the NGOs. During the 2010-2014 registered decrease in the number of victims of sexual exploitation. The main country of destination of victims of the HT is the Russian Federation (confirmed by data Ministry of Social Policy IOM Ukraine). Among the countries where Ukrainian is also experiencing labor exploitation are Poland, Czech Republic, Italy, Iraq, Portugal. Analysis of the situation and Ukraine shows that the difficult economic situation and unemployment motivate part of the population to a significant departure from the region, often abroad, in search of gainful activity. Such persons are willing to accept almost any offer without discussing details of employment, information which is obtained from unreliable sources, which often makes them easy prey for traffickers. New group sensitive to the HT became IDP’s. Military developments in the East, creating new challenges for the government in preventing and combating HT in Ukraine. Review of the implementation of the state policy for counteracting HT and the state of Ukraine's compliance with international agreements in this field on the basis of 2014 gives grounds for the conclusions that for the period of implementation by all parties of the practice in this area made significant steps and activities entities that provide realization of the state policy in Ukraine to combat HT, was carried out in the established legal framework. During 2014 the trends observed rapid spread risk, and lack of social and economic alternatives to dangerous migration. There is an urgent need to consolidate the efforts of central and local executive bodies, local authorities, international organizations and civil society in the implementation of the full and effective set of measures aimed at as soon as possible and successful overcoming HT.
