A critical assessment of the protected areas of Ukraine and problems concerning the organization of the main categories of nature reserves not able to perform the basic conservation functions is completed. A new category - Ecological Reserve is proposed. In the context of the use of landscape biotope (habitat) approach attention is paid to the development of habitats classification of Ukraine according to the European EUNIS principles, elementary units for functioning and preservation of natural ecosystems. We have elaborated the approaches and methodology for assessing the ecosystem stability that have been tested on TBR "West Polesie". For the first time the map of habitats and ecological map set was created basing on which prognostic conclusions were made about the habitat threats. A quantitative sozological assessment of habitats was done through the example of Mountain Crimea.
