Subject of the investigation - taxes, transfers and borrowings as instruments of accumulation of state financial resources and their efficient allocation aimed at balancing state finances as economic basis for formation of the society sustainable development. The main purpose of the research - studying of current realities of application of fiscal policy instrumentarium in Ukraine and formation of recommendations concerning improvement and optimal combination of taxes, transfers and borrowings as instruments of financial support for formation of the society sustainable development envisaged the investigation in the following areas: investigation of state expenditures and transfers as instruments of formation of the society sustainable development; the analysis of functioning tax instrumentarium of financial support for formation of the society sustainable development; the analysis of domestic and foreign practices of debt finance functioning. The following methods are used in the research: dialectical, formal and logical methods in particular: analysis, synthesis, abstraction, generalization, induction, deduction, analogy, statistical and economic, economic and mathematical. Grounded scientific and theoretical principles and developed practical measures are applied by state authorities in the sphere of fiscal policy implementation as well as by Ternopil National Economic University in developing educational and methodical support and delivering courses.
