The aim of the Programme is to find psychologically grounded procedures for reaching consolidation of Public Opinion. The system of measures and indicators is suggested. The system of methods for deriving and correction of implicit models of Public Opinion Consolidation is grounded and empirically proved. The Consensus Criterion is introduced and the group of Consensus methods is indicated. Plan and methods for studying the consolidated Public Opinion in Group Subjects and social psychological measures of tolerance, cohesiveness, group identity and resistance to change were developed. According to the synergetic model of society organization the algorithm of development of tools and operational criteria of assessment of consolidation potential are developed. Methodology for Public Opinion Consolidation in conflictologic practices is developed for system of high education. The functional model of Complex Identity as a factor of Public Opinion Consolidation is suggested.
