Purpose of work - improvement of the radiation monitoring system inside of nuclear power plants radiation impact zone, which will ensure consideration of ecology and radiological features of the environment, obtaining representative estimates and reliable prediction of radiation environment and the rate doze of the population inside the zones of nuclear power plants placement in different operation regime, as well as increase the effectiveness of emergency response for protect people and the environment. Methods of researches - math calculations, analytical, numerical modeling, statistical, analysis of remote sensing data, GIS technology. The results obtained in accordance with the problem of work: - an analysis of existing in Ukraine and the world techniques of radiation control and radiation monitoring; - requirements for system radiation monitoring and radiation monitoring of NPP areas, requirements for system gathering, processing and input for the simulation of the radiation situation; - methodology of radiation situation modeling inside the area of the effect of ordinary and accidental releases of nuclear power plants by aerial and root paths of radionuclides in the food chain; - characteristics of radionuclide release to develop scenarios of possible emergencies at nuclear power plants; - methodology of complex radioecological zoning into districts observation areas and zones of influence of an emergency at nuclear power plants in Ukraine; estimate the proportion of the main elements of the landscape in the area of influence of the NPP on the formation of radiation dose in different situations with regard to their danger by the method of numerical simulation; - methodology for creating network of environmental monitoring for nuclear power plants, taking into account ecological features of controlled territory; - guidelines for conducting radiation monitoring in monitoring zone NPP; - guidelines for emergency response in the area of influence of accidents at nuclear power plants, including iodine prevention. The significance of the work and conclusions - complex approach to monitor and control the impact of emissions in the zones of nuclear power plants, which includes forecasting of radiation situation, preparatory radioecological zoning, assessing the part of main elements of the landscape in the population's dose and the formation of a network monitoring system allow to improve monitoring, control and emergency response. We used the experience of reparation to of radiation accidents that resulted in contamination with radionuclides to the environment and take into account existing methodologies in the world of radiation monitoring and control. This approach makes it possible to optimize costs and significantly reduce the time to carry out emergency monitoring and decision-making for the protective measures to protect people and the environment. The obtained results it is advisable to apply a system of radiation monitoring and emergency response at Ukrainian nuclear power plants and emergency plans of territorial and functional subsystems respond to a radiological accident.
