Purpose - a concept of external control in an integrated solution related methodological and organizational problems of control. Research methods - dialectical logic, structural, functional and situational analysis, the unity of theoretical and empirical, dialectic general and specific method of classification, interdisciplinary approach, systems analysis and synthesis, simulation, and synthesis of observation, description and comparison of different methods and scientific knowledge, particularly on the relationship and interdependence of the phenomena of objective reality. Scientific novelty: improved methodological and organizational issues external control; formed the concept of external control of financial and non-financial business sectors; improved the content of external control elements; improved formation stages external control in Ukraine, which allowed to determine the effect of regulatory and controls to state; established scientific contribution of the nationalist school to the theory and practice of external control, reveals the history of its development, which forms the basis for further research problems of control; had the further development of the principles of internal monitoring as part of external control and the use of a balanced scorecard with external independent control; had the further development of methodological principles external control with regard to risk factors, grouping the main risks for the level of control that enhances the integral role of control; received further development performance external control. The results presented research to improve training programs and implementation in the learning process through the use of educational courses "Audit", "Organization and Methods audit", "Reporting companies" for legislative initiatives for the formation of the external independent control in Ukraine, to develop a methodology for assessing inherent risk and control risk, the risk of detection and determination of sample size. The efficiency of the survey results is the rational use of financial resources for external control, increasing the efficiency and quality of external control.
