In the course of the work used economic analysis and synthesis of information on the current state of development of Ukraine; method of expert evaluations, statistical categories; SWOT-analysis and target-oriented approach, economic-mathematical, statistical and other methods of socio-economic modeling and applied an integrated approach in the development of strategic anti-crisis measures to increase employment and reduce unemployment, the population of Ukraine. Results of the study: to determine the theoretical, methodological aspects of the study of the problems of employment and unemployment of the population; This socio-economic assessment of the state of the labor market of Ukraine at the present stage; developed proposals for state regulation of employment of Ukraine at the present stage, and so on. d. The scientific novelty of the research is: the development problems of the labor market in terms of flexibility and security of employment and unemployment; using SWOT-analysis for the design and analysis of strengths and weaknesses for employment and opportunities and threats in the labor market; analysis of the labor market and the possible risks of the Eastern regions of Ukraine; exploring issues of employment and social protection of the population of Donetsk and Lugansk regions in war and during the reconstruction of the region's economy; preparation of the targets of the labor market until 2017; the development of proposals to increase the level of employment and reducing unemployment, taking into account international experience. Branch implementation. Results of the study focused on the use of the Ministry of Social Policy of Ukraine, the State Employment Service of Ukraine Ministry of Social Policy, Ministry of Economic Development and Trade of Ukraine, other ministries and agencies to predict the prospects of development in the regulation of employment in order to improve the efficiency of the labor market of Ukraine and its regions at the stage of overcoming social and economic crisis.
