Purpose - to study the scientific and methodological foundations of modernization of regional economies and the development of practical recommendations to accelerate the region's transition to an innovative way of development. Methods of research - analysis and synthesis - for specifying the object and subject of study; statistical and economic - to determine the dynamic characteristics of the modernization potential of the regional economy; system-structural analysis - for composition analysis of modernization potential of the regional economy; graphical analysis - for comparison, and interpretation of visual images of the actual results and the modern trends of modernization of regional economies; abstract logic - to justify the institutional mechanism of economic modernization regions; expert assessments - to determine the effectiveness of management of the modernization process of the regions; economic and mathematical modeling - to construct a model of transformation of the regional socio-economic system as a result of modernization transformations; monographic - to conduct a study of the economic nature of modernization and its development trends. Information base of research constitute the laws of Ukraine and the Cabinet of Ministers of Ukraine in the field of macroeconomic development, reporting data from the Ministry of Economic Development and Trade of Ukraine, the State Statistics Service of Ukraine, the information of the Verkhovna Rada and ministries, international laws and regulations, research, domestic and foreign scientists economists on modernization of regional socio-economic systems. Scientific novelty of the main results of the study: the first time: given a scientific interpretation of the concept of "the required degree of modernization of the economy of the region" and developed its evaluation tools, based on the calculation of the coefficient of the necessary modernization of the economy of the region, reflecting the ratio of the region (at the base, the components of modernization and human potential) and regulatory values (as defined by averaging the level of economic development indicators developed countries) and allows you to define the structure and scope of the necessary modernization reforms in specific areas of the region to achieve their level of developed countries; study carried levels of transformation of regional socio-economic systems in the space-time dimension with the modernization processes in them, based on an assessment of the magnitude of discrepancies regional, national and global development trends; identification of key competencies in the region; choosing the path of socio-economic development and the implementation of modernization processes on the basis of an appropriate strategy and developed a formal model options to modernize the economy of the region on the basis of the trinity network, poliklasternoi structures and structure-based clustering and multinational companies that will help transform the region into a subject of global relations and its transition to a new model of the national economy with an innovative type of economic development; improved: theoretical principles concerning the economic nature of modernization as a process of formation of the modern economic model based on innovative reforms aimed at qualitative changes in society, in accordance with the new system of interests, values and priorities, and the author 'systematization developed a classification of alternative ways of implementing the modernization; conceptual and terminological apparatus of investigation and reveals the essence of the concepts of "modernization of regional economies", "modernization potential of the regional economy" with the definition of its structure and the nature of the relationship-forming component thereof; methodological approaches to integrated assessment modernization potential of regional economies, which, in contrast to the existing, include the formation of absolute indicators characterizing the amount of available capacity by type of modernization; scientific approaches to the development of regulatory instruments (institutional, infrastructural, financial, investment, ideological) neoindustrialization conduct in the context of solving the problem of increasing resources modernization potential of the region; institutional mechanism for implementation of the strategy to modernize the economy of the region, taking into account the implementation of vector processes of modernization and mutually agreed definition of specific actions to substantiate the choice of means, forms and methods of administrative influence of regional authorities on the social and economic processes; further elaborated: scientific approaches to evaluating the effectiveness of management of the modernization process in the regional socio-economic systems, taking into account public opinion; approaches to the development of a strategy to modernize the economy of the region and create a multi-level system of regional development planning; direction of increased interaction between business and government on the basis of the basic models of their relationship; scientific substantiation of measures to support the implementation of the script step development of innovative business areas and the appropriateness of tools roadmaps as a form of strategic analysis and planning.
