Investigated the conceptual foundations and practical problems of building capacity for sustainable regional development in the context of economic reforms. Results and innovation - A conceptual approach to capacity building for sustainable development of the regions in the implementation of economic reforms, reform of the fiscal relationship between the center and regions; The scientific-practical guidance on the implementation of anti-corruption reforms in the system of transformational reforms based on the development roadmap of reform measures. Research findings are used in the practice of regional government and local governments in developing strategies for sustainable regional development and in the study areas for further reform of fiscal relations in Ukraine in the development of proposals for changes in tax and budget legislation. Expected proposals on promising areas of research -development scientific justification for economic reforms to improve the efficiency of tax potential of the region and the rational justification of the size and structure of intergovernmental transfers.
