The aim is to study the theoretical and methodological foundations of optimization of financial relations arising at the local level, taking into account peculiarities of functioning of the urbanized area. Research method is system-evolutionary approach, the dialectical method and logic synthesis. This has led to the development of proposals for the improvement of local taxation in Ukraine in order to ensure the implementation of the principles of fiscal federalism in theory and practice of budget management in Ukraine. The novelty of the work: improved the scientific and methodological approaches to the analysis of the content of the category financial relationships; proved the need for research and financial relations with the specifics of the spatial basis on which they are born, also take place and damped. The possibility of using alternative sources of financing environmental needs of society at the local level. Relationship with other works: separate results were presented at scientific conferences, published in scientific journals. Recommendations on the use of results of the work: on the basis of the analysis may be proposed by the scientific and methodological approaches to further improve the financial relations at the local level. Special attention is given the principle on which can be built socially oriented model of fair redistribution of regional gross value added between the different levels of the budget system of Ukraine with the elements of fiscal federalism and motivational mechanisms for sustainable urban development in Ukraine. Scope: for the financial management of sustainable development separate local communities of Ukraine at the level of legislative and executive authorities of Ukraine. Significance of the work and conclusions: creates theoretical and methodological basis for the study of effective regulatory and legislative solutions in the field of financial management and budget management at the local level. The forward-looking assumptions about the development of the research object: the further improvement of scientific knowledge of the fundamental laws of nature of financial relations at the local level in order to create effective mechanisms to ensure the sustainable development of territories.
