First introduced the system observability concepts DBPRS different levels of the spatial coordinates and at different intervals of time to clearly define the capabilities and limitations on the use of information systems with data DBPRS to solve problems of control and management, and to determine the conditions under which such systems will be fully observed. For the first time the method and formalization of geoinformation technology parameter space (PPP) linear and nonlinear clear and fuzzy analytic and algorithmic dependencies between attribute and spatial parameters DBPRS and preserving this model as a system layer GIS DBPRS that automates the formalization and saving of dependencies and increase speed GIS analytical DBPRS adaptation to a given combination of layers of objects, their parameters and dependencies between them during the modeling process them. For the first time the method and technology determine the observability model DBPRS, formalized in PPPs and transformed into a classic bihromatychnyy graph for which are known methodology and technology analysis and optimization of topological observability of the system. This method allows to determine the level of completeness of the information needed to solve applied problems of providing a given level of observability DBPRS parameters. New methods and data processing technology DBPRS to meet the challenges of monitoring, data storage and management of these systems synthesized using the maximum allowable number of options scientifically informed decisions. A previously created or improved real authors of information systems, which are sources of data for solving various applications, monitoring, optimization and management of DBPRS implemented in all regions of Ukraine within projects for the government, regional administrations, city councils Ukraine and projects of the UN, EU, OSCE and Sweden.
