The object of research is semistructured economic systems and objects of micro-, meso and macro levels, functioned under the conditions for the formation of post-industrial society. The goal of the work is to develop a conceptual basis of intellectual and innovative capital management as semistructured economies systems by minimizing the cost for such process and the accounting of both global and domestic crises, on the basis of modern mathematical tools and appropriate software. The method of research - theoretical and methodological device management semistructured economic systems based on theories of fuzzy sets, genetic algorithms and neural networks. The main results are the following: the authors have developed the mathematical and structural models of enterprise's competitiveness evaluation based on systems theory; mathematical methods of formalizing such models whith using of fuzzy logic and neural networks mathematical apparatus; was made the structural model of innovative attractiveness evaluation by decomposition stratification approaches; based composited models and methods authors have developed the appropriate software package for automated management of enterprise's competitiveness for the growth of its innovative attractiveness.
