For the first time it was shown that the growing of the neutron excess in the beta-unstable nuclei is accompanied by two effects: (i) skin effect which is due to the geometrical increase of the nuclear size with nucleon number and (ii) halo effect which appears because of the relative shift of neutron and proton distributions. A new direct variational method has been developed to evaluate the nuclear deformation energy. The method allows one to evaluate the nuclear equation of state in dependency on the nucleon density and the inter-particle interaction. For the first time it was established a significant dependency of the nuclear fission barriers and the fission scission point on the diffuse layer of the nuclear surface. The shape and the excitation energy of nucleus U-236 have been evaluated in dependency on the mass asymmetry of the fission fragments. It was shown the presence of three minima at the deformation energy of the nucleus U-236 at the scission point. These minima correspond to three different fission valley: standard, super-short and super-long ones.
