Thanks to improvements in methodology of monitoring information and telecommunication infrastructure we achieved increased efficiency allocation of scarce network resources to improve the quality of electronic administrative services. The new method of synthesis of complex distributed network as virtualized functions system provides the opportunity to increase the share of domestic producers in the value of the network infrastructure of e-government. The new method of differential multiflow traffic control made it possible to get improved technology of information flow transmission on the network infrastructure using the software-defined elements of telecommunications systems and their components.
