The object of the research is the complex of organizational and economic, scientific and technical preconditions of the national economics development. The aim of the project is the scientific and methodological substantiation and working out of the main points of development and adjustment of innovative and investment activity of the national economics subjects in the process of country's economic growth in the context of international integration. The preconditions for the solution of an important scientific issue of innovative activity development of the national economics subjects have been created in the result of the conducted research. In such a way it will facilitate the development of this and related branches of researches: methodological approach to the calculation of the integral index of efficiency of tax regulation of the process of stimulation of innovative activity; a new algorithm of research of influence of innovative activity on economic growth, the use of which will allow to concentrate the material, labor and intellectual resources in the priority economic activities; scientific provisions of the strategy for improving the system of state regulation of innovative activity of enterprise structures, which, unlike existing ones, is a complex of actions aimed at creation of financial-credit, regulatory, institutional, infrastructural, informational and analytical prerequisites for the development of innovative business entities; methodical approaches to formation of organizational-economic mechanism of monitoring of innovation and investment activity of economic entities; scientific and methodical recommendations on the use of promising tools for regional-sectoral regulation of the state scientific and technical policy. We used the method of: conflict of law (helped harmonize the regulatory and legal norms governing the innovation process in Ukraine); logic synthesis (to identify the contradictions of the functioning of the national innovation system), graphical method (for a visual image of the relationships between subjects of innovative activity in Ukraine), statistical methods (to determine the status and trends of innovation activity of subjects of national economy, construction of integral index of efficiency of tax regulation), expert assessments (to identify priority directions of perfection of system of state regulation of innovative activity of business entities, determining the values of weight coefficients of components of the integral index), econometric methods and others. Three agreements according to the conduction of the researches due to the business agreement based subject matter have been concluded. The economical effect of the scientific and research work results implementation in the business entities' economic activity during 2014-2015 comprises 105400 hryvnias. The theoretical results of the research according to the determination of the modern aspects of formation and realization of the state's innovative policy have been used during the development of the new course of the practical workshops of the subject "National Economy" at Pavlo Tychyna Uman State Pedagogical University.
