The purpose of the research - based on own researches and literature to develop and to improve the normative and methodological base of production and application of organic fertilizers from by-products of crop production and livestock and poultry waste for soil fertility optimization in conditions of organic production. Methods of the research - field, modeling and vegetation experiments, laboratory and analytical methods. Results It is proved that expanding of a functionality of fertilizers is possible due to an addition in different composting stages of materials with enhanced active surface, fermental and microbial agents, etc. Rationalization of application of new fertilizers (optimization of doses, methods, timing) creates the conditions for regulation of mineralization and humification processes of organic components that improves soil fertility and productivity of crop rotations. Novelty - there is no analogues in Ukraine. Normative and methodological approaches of production and use of organic fertilizers from local raw materials allow to control and regulate the quality of organic fertilizer at all stages of their production and use.
