The aim research is the analysis of progressive methods of forming a safety culture of professional activities (SCPA) in higher education system, development of research methods of tools of SCPA of HEI students broadcasting. Research methods are the analysis of the normative and legislative documents, the theoretical analysis of philosophical, cultural, psychological and pedagogical literature on the issue of research, the systematization, the generalization of pedagogical experience, forecasting, processes simulation, related to psychological and special education of students on inculcating their SCPA. During research issues were analyzed the current state of the components of the SCPA in some developed foreign countries, were defined the methodological basis of realization of the goal of this research work. The theoretical significance of the research consists of familiarization with legislative, administrative and methodological framework. The base is used in other countries for development of SCPA. Methodical materials of research can be used to correct methodological basis of educational institutions of Ukraine during the development of the general conception of forming SCPA. The results of this phase of ARW are educational research materials which are introduced to the educational process in the Department of Life Safety and Civil Protection of Admiral Makarov National University of Shipbuilding. The obtained results will serve as a basis for further theoretical and practical developments on the subject of this research work. Research perspectives are related to the urgency of the issue.
