The idea of research and scientific and applied research on the topic is based on the assumption that based on the new understanding of the future model of administrative-territorial structure of the state is supposed transformation and modernization transformation of the current system in Ukraine organization and administration (state, regional and corporate management) nature, which contribute achievement of the objectives of increasing the efficiency of organizational and management system of natural resources and the functioning of this sector of the national economy on the principles of sustainability, social justice, resource and environmental safety and high economic efficiency. Formulated Conceptual bases of organizational and management system of nature, the essence of which is, firstly, in coordination and balancing inter interests and powers of rational use and protection of natural resources, the formation of the same structure of the national economy in order to implement the strategic directions of ecologically-state development , regions and businesses; secondly, the separation of the functions at the level of national environmental management and its territorial divisions. Conceptual bases of administration of the internal carbon market, providing economic motivation to create conditions of constant reduction of greenhouse gas emissions based on the use of the principle of "bubble". Conceptual approaches to formation of interagency model of environmental management division of functions, including the principles of separation of functions and coordination of environmental management, criteria to ensure selection of the most efficient allocation of functions, combining functions of complementarity and environmental management of specially authorized bodies in the field of environmental management and general and special competence of economic management.
