This regulation shall be subject not to market entities but the processes (threads) commodity circulation and the mechanisms regulatory directed to processes that inhibits movement of commodity flows. The efficiency of this approach is being evident as reduction of costs for regulation due to defining objects (processes) of regulation and application of low-cost regulators (regulatory mechanisms and relevant measures). - are developed: the concept of effective functioning of commodity markets and methodical approach to the definition of the integral indicator of the commodity market efficiency (Em), which is calculated as the ratio of the effect (economic impact of market operation - Eop), in the capacity of which is the total amount of value added produced by all market players per time unit, to the total expenditure of these entities aimed at supporting of reproductive cycle - over the same time period (Exp). - is developed: the conceptual approach to determination of the efficiency for implementation of market regulation mechanism, based on a synthesis of indirect reproductive and direct tax effects, that allows to estimate the rate of return (loss) regulatory measures.
