The object of study - the formation and development of social and labor sphere Donbass. Subject of research - socio-political, economic, socio-cultural and legal processes that lead to opportunities for the modernization of social and labor sphere Donbass. The aim - vectors defining strategic priorities and modernizing social and labor sphere of Donbass, which will contribute to the efficient use and development of social and employment potential. Research methods - system analysis, economic modeling, correlation analysis, factor analysis and comparative, structural and functional analysis, a method of statistical groupings, balance method, analytic hierarchy process, expert evaluation and other methods. According to results of the research: Courtesy of quantitative and qualitative assessment of the resource potential of Donbass, based on which concludes that the intellectual, human and socio-cultural potentials of the most popular in the modernization process. Socio-cultural settings-society people in the region are the factors that have a significant impact not only on the economic development of the region, but also the possibility of modernizing changes. The estimation of the representation of basic industries Donetsk and Lugansk regions in the territory controlled by the Ukrainian authorities. Systematized weaknesses and major constraints, obstacles functioning of basic industries Donetsk and Lugansk regions in the new environment and the prospects overcome them. A list of basic industries that are involved in restoring the economy of Donetsk and Lugansk regions and for industries involved in the restructuring of the economy Donetsk and Lugansk regions (basic industries, revised on innovative principles) and innovative industries (high- and medium high-tech industries and services) . Done short-term analytical forecast using the analytic hierarchy Saaty, which defined the focus of the problem - reforming (modernization STS Donbass), factors that affect the possibility of modernizing changes, the main active actors - actors that determine the future status of STS Donbass basic objectives and actions identified actors. It is proved that the labor market Donetsk and Lugansk regions has conducted a policy to support the necessary level of employment and decent working conditions by setting quotas for employment for the inhabitants of these regions and displaced persons and stimulate business. Among the measures aimed at minimizing structural unemployment should include the establishment of adequate changes in the demand for labor training and retraining, professional promotion and territorial labor mobility, to ensure transparency of the labor market. A plan to reform the social and labor sphere of Donbass, which should be based on a strategic vision on economic transformation and development of the region on the basis of restructuring with European experience structural modernization and economic diversification old industrial regions. The present plan the stages, goals, objectives and directions, including specific measures to create conditions for the development of the middle class, and creative as the basis for future post-industrial development of Donbass and Ukraine as a whole.
