Existing international experience in implementation of PPP innovation projects with participation of R&D institutions were anilized. The practical recommendations for initiation, planning and organizational structuring the PPP projects as well as the most suitable forms of implementation of regional and national innovative projects and cluster initiatives for Ukrainian current legislation are worked out. Some proposals for pilot regional projects in the area of energy efficiency and resource saving are introduced.
