The aim of the study is to develop a system of indicators and methods of evaluation of the potential scientific and educational sectors in the region, building a model of modern scientific and educational sectors, and to develop recommendations for managing the development of education and science, as well as on the formation of modern forms of cooperation of science and industry at the regional level. The directions of use of the intellectual potential to enhance the competitiveness of basic industries. Substantiates the position of a selective approach to the scientific and educational potential, formed a methodical approach to implementation of the benchmarking of existing organizational forms of innovative, practical recommendations on the use of intellectual potential of the universities in the task of improving the competitiveness of enterprises in the region on the domestic and foreign markets economic exchange.
