The purpose of the work - the creation of the database of experimental radar data obtained in the analysis of the incoherent scatter signal that allows show the state of mid-latitude ionosphere of the European region. Research methods - radio physical methods of incoherent scattering and the vertical sounding using radio waves, the statistical analysis of the results of observations, modeling of the procedures for measurements and data processing. Methods and algorithms for processing data received from the incoherent scatter radar were developed. A database of experimental data was designed and implemented. Web interface for access to the database through local or global computer network was designed and implemented. Program for processing of ionospheric data on the server-side was realized and implemented. The software for importing a third-party geo- and radio physical data from open sources to the database was developed. A web interface for access to the developed in the Institute of ionosphere empirical regional model of the ionosphere CERIM IION was designed and implemented.
