Object of research: social relations in agriculture, rural economy and rural society. Goal of research: development of basic principles of rural development policy using methodological approach “from the community to the state” to consolidate efforts, assets and activities toward improving quality of life in rural areas. Results of research: the essence of the concept “rural community” as the subject of rural development is revealed; endogenous and exogenous factors of rural communities’ formation are highlighted; conceptual approaches to rural development policy as component of the Strategy of Agricultural and Rural Development in the medium period are proved. Improved methodological approaches to evaluation of adaptive capacity of rural communities: created the matrix of community survey procedure to determine level of their willingness to take part in local development; included assets of nonmaterial character to the concept of driving forces of this development; proposed calculation of social cooperation index in community and others. Developed scientific and applied principles for improvement of state agricultural regulation in interests of rural communities (formalization of agrarian structure in general and family farming in particular with using “chain” approach to strengthening economic bases of rural development, etc.); established priority ways for improvement of life support systems efficiency in rural areas based on public-private partnership; revealed threats in realization of peripheral rural communities’ potential in the process of local government reforming and territorial organization of power in Ukraine and proved ways to overcome them. Results of the study implemented in three research chapters of Strategy for Agriculture and Rural Development 2015 – 2020, which were developed with participations of the authors of research work on: institutional and financial support of family and private farms; improvement of quality of life and diversification of economic activities in rural areas; local development based on rural communities (“bottom-up” approach). Results of the study published in the scientific report “Policy of Rural Development on the basis of Rural Communities”, a number of scientific and analytical materials submitted to the central authorities of Ukraine.
