The category characterizes the process of regional GDP redistribution and its impact on the socio-economic development of the region. It was proved the necessity of reindustrialization in the frontier region of West Ukraine. Nowadays most enterprises produce goods and services with low added value in this region. That's why this region is mostly subsidized. To finance the reindustrialization it is possible to raise funds from EU. The only way it is possible is to develop the business plans that meet EU requirements. It was structured the system of local payments. These payments include local taxes and fees, deductions from state taxes and fees and charitable contributions of citizens, especially in schools and medical institutions. To improve the intergovernmental relations between the center and underdeveloped territories Ukraine it is necessary to give to the region at least 50% of their financial resources, and transfer management responsibilities majority of institutions socio-cultural sphere. To stimulate the development of financial market in Ukraine and in the Western region it is necessary to provide tax amnesty according to the experience of many foreign countries.
