The research purpose - is the complex estimation of historical and cultural heritage, historical planning and development of the city, correction of historical and architectural reference plan, zones of protection of monuments of architecture and urban planning, defining the boundaries of historical areas in developing the master plan for the city. The research methods - are the retrospective studies, the generalized estimation of cultural heritage based on the genetic analysis method of historical and axiological approach to in establishing the conditions of preservation of monuments, inherited territories of the historical landscape of the city On the basis of the existing and newly discovered archival material and bibliographic sources we traced the evolution of planning and development of the city. Defined natural, landscape, historical and cultural value of the territory, urban, historical and artistic value of the immovable cultural heritage due to the principle of continuity of architectural design and functional structure of the historic center.
