Strategic aim of research is to find new and innovative measures to protect human and civil rights by implementation changes to legislation, developing programs to prevent and combating crime and their implementation in scientific studies, educational process and enforcement. Framework of studies composes by complex of general scientific fundamental approach: historically-legislative, systemically-structural, comparative-legislative, formally-legislative, sociological, statistical and other approaches. Solution of conceptual and applied problems of protection of human and civil rights in the research paper were made by: disclosure of administratively-legal basis and guarantee of protection of human rights on peaceful meetings, at local government and law enforcement; assignment of propositions on solving problems of enforcement of the institute of criminal responsibility ( in domestic and international legal standards); direction observation of crime prevention ( taking into account domestic and international experience); providing with recommendations and propositions on protecting human rights and interests in the system of criminal justice on the different degree of criminal process. The results of SRP may be used in: legislation - while preparing draft law (in particular, Code of Ukraine on administrative violations, Criminal Code, Criminal Procedural Code), programs, regulations and charter; enforcement activity - during preparation of annual analyzes of criminological situation in Dnipropetrovsk region, developing plans and measures to prevent juvenile crime during the investigation and measures against drug crime; education - during lectures, seminars and workshops to exchange administrative law, criminal law, criminology, criminal procedural law and other disciplines, as well as in the preparation of textbooks, and teaching aids; research field - in the further study of issues related to the protection of human and civil rights by administrative, criminal and procedural means.
