Objective - analysis of the problems of legal regulation of relations arising out of the organization and in the exercise of public authority in Ukraine. Research Method: Use general-scientific and concrete scientific methods. For public research include: systemic, comparative, chronological, hermeneutical, analysis and synthesis. For concrete research include comparative legal, formal logic, dogmatic method of concrete sociological investigations research. Analyzed the system and problems of legal regulation in the sphere of organization and implementation of public authority. Due to the universality and the overall importance of the Constitution and its principles and values, the Constitution stands as the supreme legal act, rules which are equally follow the state (through its agencies and officials), as well as society. Modern Ukrainian legal system is a "transition state" of the economy, society and the state. It is defined by the fact that it is aimed at building a legal and social state. It was found that the structure of public authorities responsible for the basic principles of a democratic and social state of law, such as transparency, rule of law, separation of powers between the authorities, depending on the features that are fixed by the current legislation of Ukraine, the delegation of powers to territorial level control of legalization activity of state bodies and local governments, and others. However, it should be noted that the main problems in the system of regulated relations are inadequate existing legislation in the implementation of the received of decentralization of public power and social partnership between state authorities and local self-government; the procedure of appointment of officials of the territorial public authorities; political and legal responsibility of officials and employees to the territorial community of a certain administrative-territorial unit; remnants of the old command-control system on the ground that only began to change in accordance with the requirements of the modern political and social development of Ukraine. The results of research implemented in the educational process for teaching the following disciplines: "Constitutional Law", "Municipal Law", "Theory of State and Law", "Constitutional rights and freedoms". The predicted results in the development of the object of study: the development of a sustainable system of public authorities on the basis of the principle of decentralization of power.
