The purpose of the research - the purpose of this research is to examine aspects of state regulatory policy (further - SRP) in terms of analysis (understanding of the process of determining SRP), formation (designing of real management decisions) and implementation in public administration with principle of e-gov. Inasmuch as SRP is part of the state policy, we can hypothesize about the applicability tools of analysis and design of public policy to the SRP. We also consider the possibility of the application of the system analysis and modern information technologies to the process of formation of SRP. Methods. To achieve this goal, the following research methods: - methods of system analysis and information analysis; - problem-target and system-structural methods; - method of peer reviews; - method of evaluating and selecting alternatives; - method of analogies. The results of research and innovation: Scientific development are discussed annually at Ukrainian research and training conference "State policy on local government: state, problems and prospects". The novelty of the research is as follows: " developing projects and mechanisms of state regulatory policy; " identify features of the analysis, design and implementation of state regulatory policy with the provisions of a systematic approach; " the principles of formation and improved criteria for assessing the state regulatory policy, including with the help of modern information technology's and e-government principles. The model takes into account internal and external factors and disturbances that affect the formation of state regulatory policy. It is proved that the formation of state regulatory policy can apply the same approaches, mechanisms and instruments as in the formation of government policy in general.
