The purpose of research - scientific and theoretical basis for the new innovation platform. It should provide effective communication in the information environment of public administration to the education sector and development its perspective model. Research methods. To achieve this goal, the following research methods: - methods of system and data analysis; - problem-targeted and systematic structural methods; - theoretical and practical scientific methods: SWOT-analysis, a method for evaluating and selecting alternatives, the method of normative decision theory, the method of peer review. The results of research and innovation: Scientific development are discussed annually at Ukrainian research and training conference "State policy on local government: state, problems and prospects". The novelty of the research is as follows: o development of functional-logical and information-communication model of management system of education sector that adequately reflects the information processes and communication between subsystems and provides formation, development and implementation of effective management decisions; o development of models, methods and algorithms for university management and creation on their basis of new approaches to improve the efficiency of work of teaching and administrative staff; o creation of a new control mechanism of information and communication space of the university on the basis of adaptive model of decision support systems; o further development of the mechanisms of public administration to the education sector.
