The report on the research work: 77 p., 9 chapters. Today there is a need to ensure reliable and high-quality data exchange and application of methods and tools for software that will improve the efficiency of fire-rescue units, the quality of interaction, exchange of data and evaluation of results. This justifies economic benefit by reducing response times and emergencies, reduce dependence on hardware obsolescence of equipment, flexible application software and communications. The object of study - the process of improving ICT using Web-based systems in the field of civil protection. Purpose - design sheets membership communications, alerts and computer tools for DSNS units; identifying key challenges and prospects of communication MCD departments of communication, notification and ACS (telecommunications, information technology and systems 112) territorial divisions and responsibilities Liaison officers; development of management structures and system nodes due CH; development of principles of communication at the regional offices of AR Crimea, mm. Kyiv and Sevastopol; development of principles of connection points of contact regional divisions MCD; development of main directions and ways of functioning warning system of civil protection; develop methods and methods of communication to improve the quality of the restoration works in emergency situations; identifying key challenges in information systems DSNS. Research method - using as analytical methods of investigations (by collecting, summarizing and analyzing existing regulations DSNS Ukraine and by conducting experimental research information and telecommunication systems with the use of information technology in the field of civil protection. The results of the work presented in the form of guidelines for the organization of operational communications services, telecommunication systems and information technologies in Ukraine DSNS. Also, the results will be realized through the development of evidence-based proposals for amendments to existing regulations or drafting new regulations on the use of communications and telecommunications systems in assessing the effectiveness of the fire-rescue units, the results of operational and rescue actions and preventive measures.
