The work consists of an introduction, five chapters, conclusion, list of used information sources and applications. The object of research is the development of the pension system in Ukraine. The aim is to evaluate and deepen the theoretical and methodological aspects of the development of public policy and pensions, improve the mechanism for its operation and development of effective ways of reforming the pension system. Formed in the research work of theoretical and methodical positions and practical recommendations provide scientific basis for solving problems associated with the introduction and control measures to reform the pension system. In particular, the theoretical foundations of the pension and the mechanism of realization of pension provision as the economic categories are deepened. Thesis there is determined the main aspects of the implementation of the pension system that, unlike existing ones, taking into account macroeconomic factors, socio-demographic situation and of the financial burden on the pension system, allowing to optimize the size of insurance contributions to the Pension Fund by employees and employers. The analysis of existing pension based on international experience, which made it possible to develop a classification scheme, to evaluate the use of an integrated approach in the construction of the pension system in concrete terms, to establish the possibility and necessity of use in Ukraine of a mixed three-tier pension system. Developed and measures to reform the pension system of Ukraine, which is to approach the pension system to the insurance principle of its construction, the gradual transition to a funded scheme of formation of pension funds and in the improvement of organizational and methodological foundations of the functioning of the pension system towards achieving a balance of premiums and expenses for pensions. Revealed that the implementation of the pension reform inherent feature of long maturity, which requires adjustments at every stage of development of Ukrainian society. Tasks and objectives of reforming the national pension system, formed earlier, were not fully implemented and do not meet today's realities. The manifestation of the impact of demographic, economic and social factors and financial crisis requires the formation of a new development strategy of the pension system, based on the relationship of the system to other areas of public relations, take into account the systemic approach in shaping national pension model. It was found that the adoption of new laws in the field of pensions are far from perfect because they do not fulfill the main task that was entrusted to pension reform - to ensure a decent life for disabled people. Practical application of these laws has led to sharp disparities in pensions of persons who retired to the enactment of these laws, and those who retire now. Considered appropriate further pension reform. Pension system, which forms the first level of the national pension system, is unable to fully ensure that the pension benefits, while the private pension system in our country is not sufficiently developed to provide effective assistance to the first pillar. It was established that a significant impact on the occurrence, change social policy in general and pensions in particular, directly displayed and displayed on the legal regulation of pension relationships with demographic changes that appear in the society. Suggestions for improvement mechanism for implementing the state policy and pension reform proposals for the areas of pensions based on the realities of the modern financial status of the Pension Fund of Ukraine. The confirmation of validity of proposals to improve public policy pension in Ukraine is the publication of research results in scientific articles, monographs and testing them at scientific conferences held at the university, outside and abroad.
