The object of study - A quality management system for the aquatic environment in the Ukrainian area of the Black Sea. The aim is: to improve the Black Sea water quality management system on the basis of the European standards in terms of analysis of national monitoring of the state of the environment and through the development of: databases on sources of pollution; methodology for identification, evaluation and ranging of 'hot spots' as well as identification of the priority sources of pollution by the instrumentality of the developed methodology. To achieve this goal the following tasks were solved: (1)analysis of the legislative and methodological basis in Ukraine on regulation of water quality for the surface and the coastal waters; (2) analysis of the maritime and the river systems of state environmental monitoring and development of guidelines on their harmonization with the European environmental monitoring system; (3) evaluation of the impact of pollution sources on the state of the marine environment on the basis of field data and model calculations; (4) preparation of environmental maps of the Ukrainian area in the coastal zone of the Black Sea; (5) determination of 'hot spots' of Ukraine; (6) development of a conceptual database for the 'hot spots'; (7) development of a methodology for identification, evaluation and ranging of 'hot spots' as well as conducting a ranging of the 'hot spots' in Ukraine; (8) origination of requirements specifications for development of a software module for a Methodology of identification, evaluation and ranging of "hot spots" as well as conducting a ranging of the 'hot spots' in Ukraine. Methods of research: comparative analysis, collection and processing of survey materials, mathematical modeling methods.
