The results of the lack of a systematic approach to solving the problems of industry, agriculture, transport and the long-term uncertainty of the strategic fundamentals of the state policy in Ukraine became: dissociation of relations and lack of dialogue between public authorities, business, science and society; deepening of the sectors imbalances; the decline of powerful scientific and technical, innovative potential; ineffective organizational structure with excessive monopolization of key markets were analyzed. It is proved that implementation of structural changes in a sector must be accompanied by stimulation of innovative activity through the integration of scientific and industrial sectors, which involves the introduction of a new approach to the organization of interagency coordination and management of scientific and technical progress associated with the selection, protection and development of critical technologies, which are priority in terms of national security and economic growth of technologies that have intersectional importance.
