The necessity of formation of inclusive national identity, which is aimed at integrating all citizens of Ukraine, as well as the introduction of national dialogue as the basis of the national unity policy was grounded. The analysis on the situation of the rights of Crimean Tatars in annexed Crimea was made; the dynamics of national and regional identity of citizens of Ukraine in the conditions of the second year of the armed conflict in Donbass was analyzed; in the context of the politicization of ethnicity the "Russian issue" in Ukraine was considered. The markers around which to the Ukrainian society can be united were identified and the factors of consolidation of Ukrainian society, public policy mechanisms of internally social integration were outlined.
