The object of research – intelligent software agents. The subject of research – intelligent systems of information and cognitive support of the National Qualifications Framework functioning. The purpose of research – theoretical foundation, development and experimental verification of the effectiveness of the intelligent system of information and cognitive support of National Qualifications Framework functioning. Methods of research: the theory of sets, predicate logic and the apparatus of theory of graphs are used to model the ontology structure; methods of discrete optimization are used to optimize the ontology content; the theory of theorem proof is taken as the verification basis of the ontology structure. Key words: INTELLIGENT INFORMATION SYSTEMS, NATIONAL QUALIFICATIONS FRAMEWORK, ONTOLOGIES. The first stage of the research phase helped to determine the basic theoretical principles of the National Qualifications Framework, the content of its levels, their correspondence with the European Qualifications Framework. Analysis of the topics of relevant projects on the Internet showed the presence of several tools to work with National Frameworks, in particular: DISCO (dictionary of skills and competences in eleven languages, online thesaurus of more than 104 000 skills and competences, terms and about 36 000 phrases); TRACE (the project of EIfEL Association, which aims to improve the transparency of competences and skills among the EU member states); ESCO (multilingual classifier of European skills, competences, qualification and occupations); EQF (the tool that helps to compare and incorporate qualification frameworks in Europe into a single reference database). To create and edit computer subject-oriented ontology Protege-OWL editor has been used as flexible, platform-independent environment with its features and benefits, which provides descriptive and easy to use graphical interface, realizes scalability, i.e. the system modular growth within the unified architecture, allows the architecture growth through additionally developed subprograms – plug-ins. Software implementation of the intelligent system of information and cognitive support of the National Qualifications Framework functioning based on the ontological approach is carried out by means of PHP, C #, MySQL. The first stage of the applied research "Development of the Intelligent System of Information and Cognitive Support of the National Qualifications Framework functioning" resulted in the following: 1. The features of intelligent information systems, methods of their design have been determined, tools for development of intelligent information systems have been analyzed. 2. Specificity of giving knowledge through ontologies as well as ontology languages and editors has been analyzed, methodology of creating ontologies by means of Protege editor has been disclosed in more details. 3. The concept and model of the intelligent system of information and cognitive support of the National Qualifications Framework functioning have been developed.
