Objectives: 1. To interpret the concept of social exclusion and social inclusion. 2. To analyze foreign - mainly EU countries - the experience of understanding the political and practical use of concepts and phenomena of social exclusion and social inclusion. 3. To estimate the prevalence of phenomena of social exclusion and the inclusion of young people in Ukraine based on the analysis of sociological data (such as monitoring IC NASU, European Social Survey). 4. Assess the presence of social exclusion and youth inclusion in the public discourse in Ukraine. 5. Compare the perception of the phenomena of social exclusion and the inclusion of young people in Ukraine and in the EU. 6. Develop recommendations for public policy aimed at reducing the phenomenon of social exclusion of young people and promoting their social inclusion. In this work have analyzed, summarized and interpreted the basic theoretical aspects of social exclusion and the inclusion of young people. Particularly had the main characteristics of young people as a specific object of scientific research and systematized and interpreted in the plane of the main objectives of the research topic definitions of "social exclusion" and "social inclusion". The first time in Ukraine was made special scientific analysis of legal exclusion factors determination and inclusion of youth in Ukraine. In the process of research was conducted a systematic analysis of activities and the extent of social exclusion of young people in Ukraine. The performers made research In-depth analysis of Ukrainian youth exclusion from political, educational and cultural lives. The economic exclusion of the young generation was seen in several areas: as a exclusion the status of the labor market as exclusion due to low income and exclusion as a result of poor living conditions. When analyzing the actual social exclusion of young generations in Ukrainian society and the state was made a special study of forms, causes, patterns and consequences of youth exclusion from social protection and social security systems and health protection. Special attention in the research was given to the study of one of the main factors massive exclusion Ukrainian young people from all spheres of society and the low degree of becoming involved - inaccessibility for most young people means of communication with youth in particular, and to society, the state and the international community as a whole. As a result of research was conducted not only systematic analysis of key areas, scope, causes of actual and possible consequences of social exclusion of young people in Ukraine, but also determined the most appropriate ways to overcome this exclusion and support in Ukraine more effective implementation and fulfillment of the essential powers of young generations, every young person. Besides general theoretical definition of priority areas, directions and mechanisms to minimize exclusion Ukrainian youth and strengthen its involvement in all the processes of society and the state, authors of the has developed a system of specific recommendations and proposals to reduce the level exclusion of youth in economic, social, political, educational and general life, as well as the principles trends, public policy instruments aimed at minimizing the impact of the phenomenon of social exclusion of young people and the creation and establishment of effective mechanisms of social inclusion.
