It has been shown that a totally three-dimensional multi-layer dielectric photonic crystals, in which the periodicity disturbed, characterized by sharp resonance peaks of total transmission in band gap region as a result of excitation of defect modes. A numerical algorithm for the analysis of the resonance properties of active metamaterials has been developed. The new model of technological completely dielectric metalayer has been proposed on the basis of silicon, in which the resonant oscillations in the magnetic and electric dipole modes can be excited. The method for calculation of the impact of non-linearity in metamaterials has been proposed and tested using the software Comsol Multiphysics 5.0.
