The substance of activities of the world environmental organizations and the world's major initiatives in the context of the creation of protected areas are considered. The causes and consequences of the unbalanced nature management in Ukraine, international and national experience of the solution on problems of rational nature management are analysed. The conflicts that arise in the creation of protected sites and areas are discussed and the ways of solving them are based. The legal framework to create a network of protected areas in Ukraine: state of implementation in Ukraine requirements of international regulations to achieve sustainable development, the analysis of national legislation on the mechanisms of preservation of biotic and landscape diversity and the further development of the network of protected areas are studied. It analyzed the geographical, botanical and zoological experience in the creation of protected areas. The principles and criteria for determining the biotic and landscape diversity in the context of a promising network of protected areas in Ukraine and offered basic approaches to the determination of the representativeness of the existing network of natural protected areas of Ukraine.
