It was established psychological patterns of the choice of the person acquisition strategies of personal competence and strategies for placing of the responsibility. The tendencies of the positive impact on the viability of human and its orientation to the development of its political and legal competence was found. In the cross-cultural study for the representatives of Ukrainian and European youth was found the differences in attitude of state institutions depending on the prevailing image of the state in them. Created: 1) structural model of political and legal competence of the person; 2) The model of formation of political and legal competence of the person; 3) the model of communicative conditions intensify becoming of political and legal consciousness of the person; 4) The model of the dynamics of the image of power. Developed a typology of forms of civic position of the person. Developed diagnostic tools for the study of the manifestations of political and legal consciousness of the person: questionnaire, guide for depth interviews, modified test of arbitrary associations and semantic differential, methods of rapid diagnosis of personal self-restraint in the development of political and legal consciousness of the individual. The technology of the activation becoming political and legal consciousness of the person by using a facilitation-oriented communication. Created and tested a training program on the formation of political and legal competence of youth and a training program of formation and development of its political and legal culture of youth.
