Purpose of the research: creation of the guidelines for clarifying and specifying of the application procedure for the main provisions of the new edition of the National Standards of Ukraine 4163 considering in its content the new requirements for developing of organizational and administrative documentation in accordance with regulatory and legal acts. Research methods: scientific analysis and synthesis, conceptual, modeling, typological, comparative analysis, structural and functional analysis. As a result of the research, we developed the draft of the guidelines, that should be the basic document to explain and specify the basic provisions of the new edition of the National Standards of Ukraine 4163 on arrangement of documents details and their placement options; basic requirements for documents texts; the order for documents forms development; the production of documents by printing means; the stocktaking, preservation and application of forms, seals and stamps; the arrangement of the documents transferred by means of electronic communications and e-mail.
