In conjunction with international comparative assessments of the effectiveness of the stimulation of national science it allowed to single out and formulate main shortcomings of today's practice. Methodological instruments have been proposed and analytical assessments of the potential and of the institutional environment of development in such sectors as biotechnologies, nanotechnologies, nuclear energy, information and communication technologies in Ukraine have been done via the analysis of the levers of state policies of development of respective sectors. This analysis included measures of organizational and financial support and policy of statistical monitoring of above mentioned sectors. Main characteristics of foreign practices have been identified concerning the usage of complex indicators of assessment of the level of scientific, technological and innovation policies and formation of new prerequisites for technological modernization of the economy. Practices of some countries regarding the formation of technological policies oriented towards the development and introduction of new technologies have been explored. Proposals regarding the implementation of legislative basis of the EU member countries vis-a vis Ukrainian legislation have been developed.
