For the first time the formation of two-dimensional autolocalized electron state over the helium film, covering a structured substrate, is observed, and the dynamic phase transition in a two-dimensional crystal of electrons over helium, stimulated by pressing electric field, is detected. At first the plastic properties of solid 4He, depended on different mechanisms of creep, as well as the effect of acoustic emission mechanisms on the dissipative processes in superfluid 4He and 3He-4He solutions are investigated.
