The object of the study is public capital expenditures. The subject of the study is a set of interrelated theoretical, methodological and practical problems arising in the process of identifying and prioritizing capital expenditure allocation mechanism under European integration processes. The scientific novelty and the theoretical significance of the study. The research defined and reasonably explained new priorities of government capital expenditures in Ukraine in the context of European integration; investigated the features of planning capital expenditures in the EU; formed decision making system about public capital expenditures; proposed criteria approach to the analysis of investment projects, which are being implemented with the involvement of budget funds; gave methodical approaches to the assessment of investment projects, which are being implemented with the involvement of budget funds; gave the proposals and recommendations to improve the regulatory and methodological support distribution and monitoring of capital expenditures. The methodological base of research is systematic, comparative analysis, fundamental conceptual works of national and foreign economists on improving distribution mechanism and monitoring of capital expenditures; the system-structural method was used in the study of legal regulation of the distribution of public capital spending. The research used methodological recommendations, regulations, and statistical reports of the Ministry of Finance of Ukraine, Ministry of Economic Development and Trade of Ukraine, the State Treasury of Ukraine, the State Statistics Service of Ukraine, Eurostat for specific issues of the use of public capital spending. The practical value of the research gives the possibility to apply results obtained by central legislative and executive authorities, researchers and scientists to develop effective distribution mechanism and monitoring system of capital expenditures.
