The purpose of the investigation is identification and analysis of the nature of quasi-fiscal operations, reviewing their approaches and harmonize Ukrainian accounting approaches in accordance with international best practices, and improving approaches to the provision of state guarantees in attracting funds. Research methods: general scientific empirical (statistical description) and theoretical (analysis, synthesis, generalization, economic and mathematical modeling, induction, deduction, explanation, classification). Results of scientific research work and their novelty: - Reviewed the essence of quasi-fiscal operations and methodical approaches to their accounts. Described existing in world practice approaches to the understanding of this phenomenon and its place in the system of public finance; - Discovered the number of financial indicators characterizing the volume and structure of quasi-fiscal operations carried out in the banking and real sectors of the economy of Ukraine; - Implemented the final analysis of the quasi-fiscal operations impact on the contingent liabilities and debt policy in Ukraine. Reviewed the relationship between the quasi-fiscal activities, contingent debt and the amount of public debt. Identified the main approaches contained risks related to quasi-fiscal activities in order to ensure a secure medium and long debt policy. The novelty of the research is in developing methodological approaches to assess the impact of contingent liabilities and quasi-fiscal operations in the medium- and long-term debt policy.
