The scientific novelty of the research lies in the formulation of the provisions on the formation of a functional model of the social protection system in Ukraine on the experience of Member States. Implementation of the results of research activities in the Ministry of Finance of Ukraine confirmed acts from 25.03.2015 g., 16.06.2015 p., 22.09.2015 g., Department of Finance agreed health and social programs, which is responsible for implementation of scientific research department of social expenditure and economic development DNNU "Academy of Financial Management". Economic efficiency: implementation in practice submitted proposals will increase the efficiency of social policy in Ukraine in the medium term.
