The purpose is to develop the concept and the corresponding economic and mathematical tools for analyzing the state of the information space of the city territorial community, its ability to attract residents to participate in the budget process by the example of the of budget programs formation in the medical field. The research methods are systematic analysis, semantic modeling, functional business modeling, economic and mathematical modeling. There was realized the analysis of the concept, status and population dynamics of self-organization processes in the territorial communities and regions of Ukraine and in the city of Berdyansk. There was worked out the concept of analyzing the information space of the city territorial community, taking into account the processes the population of self-organization, as well as the necessary tools for analyzing and forecasting the development of these processes in relation to public participation in the formation of budget programs and their implementation. There were defined the directions of the development and self-organization the use of community information space for monitoring processes of the city. The results can be used to create the systems of decision-making support in local government and municipal economy.
