The object of study - social relations in the organization and functioning of public authorities, issues of constitutional and legal regulation of the mechanism of public authorities in Ukraine. The goal was to identify and study the complex problems of constitutional and legal regulation of the mechanism of public authorities in Ukraine; identification of new approaches concerning the formation of the state and local authorities, the main directions of improvement of legal regulation of the organization and activities of public authorities in the context of Ukraine's European integration; improvement of legislation; development of scientific and practical recommendations. Methods: The study employed a wide range of scientific and special methods. The methodological basis of the study are universal methods of dialectics, which are used during the opening of the functioning of public authorities in the course of their development, interaction and relationship with other social phenomena. At various stages of the study were used special techniques: system analysis, structural-functional, formal-logical, comparative legal, modeling and forecasting. Scientific and practical recommendations aimed at improving the existing legislation, functions, competencies, forms and methods of state authorities, authorities of the Autonomous Republic of Crimea, bodies and officials of local government.
