The purpose the scientific work is to improve the theoretical and methodological principles and justification of practical measures to increase the effectiveness of the financial regulation system and encourage entrepreneurship in agrarian sector. Research methods include analysis and synthesis for studying the object and the subject of research; abstract and logical method, used for theoretical generalizations and inference making. Statistical method of time series analysis and methods of descriptive statistics have been employed for analysis of dynamics of indices of financing and crediting of farmers. Besides, economical and statistical methods of economic phenomena simulation have also been used in the work. The scientific research resulted in development of certain methodological recommendations on improvement of the system of the financial regulation and stimulation of entrepreneurial activity in an agrarian sector, in particular this estimation of efficiency of home approaches and mechanisms of state sponsorship of development of subjects of menage in the agrarian sphere of economy, basic directions of optimization of public financial policy and mechanisms of their action are certain in relation to providing of steady development of rural territories; methodical recommendations are worked out in relation to the estimation of profitability and financial firmness of enterprises of agrarian sector; methodical recommendations offer in relation to organization and realization of forward and leasing operations by agrarian enterprises, the complex method of rating estimation of agricultural enterprises is worked out as potential borrowers, described methodology of research of the tax loading of agrarian enterprises and directions of his optimization are worked out; the mechanism of insurance of future harvest of agricultural cultures is improved at the conclusion of forward contracts; offer methodology of estimation of financial firmness of budgets of local self-government; the worked out methodical recommendations are in relation to the construction of optimal structure of earnings of local budgets. The evaluation found that the most realistic range of positions and most effective scenario in which increased levels of investment attractiveness of the industry based on preserving preferential tax treatment of producers.
