Analysis of existing works that focus on the theory and practice of navigation in creating DSS shows that currently the creation and practical use of such systems worked enough and cause considerable interest among researchers. However, it should be noted that a considerable obstacle to their development is the lack of clear formal models describing processes of interaction ships divergence, especially in cases where the number of vessels more than two and visibility conditions differ from good. A major shortcoming of existing International Regulations for Preventing Collisions is that rules governing actions for cases skippers only pairwise interactions and do not consider the situation of simultaneous divergence multiple vehicles. These circumstances lead to the emergence of a significant number of problems navigation situations that DSS should analyze in real time, it is difficult to implement in practice. Experience in developing DSS navigation leads to the conclusion that the effective practical application of such systems must fulfill a number of important requirements arising from, on the one hand, the features of the DSS operation, on the other - in terms of decision making navigation.
